PURPOSE:
The purpose of this resolution is to authorize the City Manager to execute a contract with NAFECO of Decatur, Alabama, for an amount up to $213,702 for the purchase of 48 sets of firefighting coats and pants through the NPPGov Government Cooperative Buying Agreement.
BACKGROUND:
With the adoption of the FY27 City of Wilmington budget, the City Council authorized the purchase/replacement of firefighting pants, coats, and other PPE for structural firefighting within the Fire Department.
This acquisition will support the upcoming recruit academy. An initial 24 sets of turnout gear will be procured for use at the start of training. The balance of 24 sets will be purchased upon completion of the academy for issuance to the graduating class.
N.C.G.S. §143-129(e)(3) provides for an exception to the procedures for letting public contracts if purchases are made through a competitive bidding group procurement program, which is a formally organized program that offers competitively obtained purchasing services at discount prices.
NPPGov Government Cooperative Buying Agreement conducted a full and open competitive solicitation for this equipment and awarded the contract to NAFECO of Decatur, Alabama

The total purchase cost will be $213,702. Funding was included in the Fiscal Year 2027 Budget.
