PURPOSE:
The purpose of this resolution is to establish the criteria for a design-build delivery method for construction contracts and approval of using the design-build delivery method for the GSA office renovation at 115 N 3rd Street project (hereinafter referred to as “the Project”).
BACKGROUND:
In accordance with North Carolina General Statutes §143-64.31 and §143-128.1A, regarding the addition of design-build delivery method for construction projects, City staff is submitting for approval the criteria the City must establish to utilize the design-build delivery method. Additionally, City staff is requesting approval to utilize the design-build method of delivery for renovations to the 5th floor of City-owned building located at 115 N 3rd Street pursuant to a lease approved by City Council via resolution and ordinance on September 3, 2024. Due to the need for the project to be completed by a specific date to be defined in the pending lease award, this delivery method will provide the operational format needed to complete the project on time and within budget. The first step in the process for utilizing the design-build delivery method is that the governmental entity establish, in writing, the criteria used for determining the circumstances under which the design-build method is appropriate for a project.
