PURPOSE:
The purpose of this resolution is to authorize the City Manager to negotiate and execute a contract with Modern Chevrolet, LLC, of Winston Salem, NC for an amount up to $97,811 for the purchase of one (1) 2025 Chevrolet Silverado 1500 work truck and one (1) 2025 Chevrolet Express Passenger Van through the North Carolina Sheriff’s Association (NCSA) Purchasing Cooperative.
BACKGROUND:
With the adoption of the FY26 City of Wilmington budget, the City Council authorized the purchase/replacement of two (2) fire vehicles as part of a Light Fleet Vehicle Replacement enhancement within the Fire Department.
N.C.G.S. §143-129(e)(3) provides for an exception to the procedures for letting public contracts if purchases are made through a competitive bidding group procurement program, which is a formally organized program that offers competitively obtained purchasing services at discount prices. The NCSA Purchasing Cooperative conducted a full and open competitive solicitation for this equipment, and awarded the contract to Modern Chevrolet, LLC, of Winston Salem, NC (Modern).
Modern has one (1) 2025 Chevrolet Silverado 1500 work truck and one (1) 2025 Chevrolet Express Passenger Van available under the provisions of the NCSA Purchasing Cooperative.
