PURPOSE:
The purpose of this resolution is to award a construction contract to East Coast Contracting, Inc. of Wilmington, NC in the amount of $1,096,362 for the Pirate Cove Drainage Improvement Project.
BACKGROUND:
City Staff received Pirate Cove Drainage Improvement Project (“Project”) bids on August 13, 2026, and the lowest responsive and responsible bidder, as indicated in the attached certified bid tabulation, is East Coast Contracting.
This project extends from Greenville Loop Road and along portions of West Blackbeard Road and Buccaneer Rd, as shown on the attached Project area map for reference. The City has collaborated with an engineering design consultant to finalize the construction drawings and obtain all necessary Project permits. The City also acquired various easements within the Project area for long-term maintenance of the drainage way, which include permanent drainage easements and temporary construction easements. The Project’s purpose is to reduce flooding of streets and private property within the Project area and to provide long-term maintenance

BUDGET IMPACT:
Funds are available for this Project in the Stormwater Capital Projects fund for the Pirate Cove Drainage Improvement Project.
