PURPOSE:
Attached is a draft of the FY25-26 Consolidated Annual Performance and Evaluation Report (“CAPER”). A public hearing is required by the U.S. Department of Housing and Urban Development (“HUD”) for entitlement cities receiving CDBG and HOME funds prior to voting on approval of the report.
BACKGROUND:
The City’s Five-Year Consolidated Plan for 2023-2027, which was adopted by Council in 2022, establishes strategic goals based on a needs assessment and housing market analysis. The CAPER shows annual progress of the goals identified in the Five-Year Consolidated Plan and the Annual Action Plan. A draft CAPER was prepared and made available for public comment from September 7, 2026, through September 22, 2026. A public hearing is scheduled and advertised for September 22, 2026, at a regularly scheduled City Council meeting.
After the close of the public comment period and the public hearing, all comments received will be noted and addressed in the final draft of the CAPER which will be brought at a later date for adoption.
