PURPOSE:
Attached for your consideration is a resolution adopting the FY25-26 Annual Action Plan (Plan) for Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds. The Plan is required by the U.S. Department of Housing and Urban Development (HUD) for entitlement cities receiving CDBG and HOME funds.
BACKGROUND:
The City’s Five-Year Consolidated Plan for 2023-2027, which was adopted by Council in 2022, establishes strategic goals based upon a needs assessment and housing market analysis. These goals are used to allocate CDBG funds, HOME funds, General Funds, and program income to housing, public service, housing program delivery, and planning and administration activities in the Plan.
This resolution approves and adopts the FY25-26 Annual Action Plan, in compliance with HUD requirements, and consistent with the City’s Five-Year Consolidated Plan.
