Attachment #1: Ordinance

PURPOSE

The purpose of this ordinance is to appropriate $3,700,000 in funds from multiple projects in the Transportation Bond Program, including contingency projects, to the Greenville Loop Trail Section 2 project (Project) (2TRST21913).

BACKGROUND:

The Project is part of the City’s Transportation Bond program and identified as Section 2 of the overall 4.3-mile Greenville Loop Trail. Following a public bid, Wells Brothers Construction Co., Inc., was identified as the lowest responsible, responsive bidder in the amount of $3,864,253.74. The appropriation of these various Transportation Bond program funds will reconcile the current project funding gap, and allow the award of the construction contract, along with providing an appropriate construction contingency.

This supplemental funding is available from the Transportation Bond’s de-obligated Carolina Beach Rd/South Front Street Streetscape (2TRST1551) project, the Bike/Pedestrian Contingency project (2TRST1595), and the Roadway Contingency project (2TRST1569). The remaining funding for the contract already exists in the Project budget.

BUDGET IMPACT:

The budget impact of awarding this contract includes $3,700,000 from various Transportation Bond projects, including the Bike/Pedestrian Contingency and Roadway Contingency projects, with the remaining amount of the contract already existing within the Project budget.
