PURPOSE:

The purpose of this ordinance is to bring Chapter 5of the Wilmington City Code (“Code”) relating to parking meters into alignment with the City’s current practices for paid parking, and to update terminology to include newer technology used by the City. The primary changes include replacing the term “Parking Meter” with “Pay Station,” eliminating exclusive language regarding coin currency, and modifying the code to address current parking needs.

BACKGROUND:

Periodic review of the Code is necessary to ensure the information it contains is accurate and up to date. The City Attorney’s Office is presently engaged in a systematic revision of the entire current Code. This review is primarily designed to ensure that current Code is in line with actual City practices and procedures; to identify, amend, and/or repeal obsolete or unlawful provisions; to harmonize the Code with prevailing state and federal mandates and best practices; and to rectify any identified scrivener’s errors.

The City has electronic parking meters and digital payment kiosks throughout the downtown area. These proposed Code changes provide the public with payment flexibility, including options to pay for parking via coins, debit and credit cards, and electronic payments through mobile devices. An update to the Code is recommended to reflect the current parking facilities and payment options.
