PURPOSE:
The purpose of this ordinance is to appropriate funding that will allow the City to move $140,300 in American Rescue Plan Act ("ARPA") funds from the Digital Divide Job Training project ("Digital Divide Project") to the Salvation Army Road project ("Salvation Army Project").

BACKGROUND:
The City received $25,929,952 in ARPA funding from the U.S. Department of the Treasury. In 2021, staff presented an initial recommended funding plan to City Council and provided updates as adjustments to the plan have been made. These adjustments addressed evolving community needs while supporting economic recovery efforts and the City's continued fiscal stability.

This ordinance appropriates $140,300 in unused funds from the Digital Divide Project to the Salvation Army Project. Unused funds from an ARPA project may be reallocated only under specific circumstances and pursuant to narrowly defined federal guidelines, including a requirement that the reallocation be to an open ARPA project for which initial funds were allocated prior to December 31, 2024.

The initial ARPA funding plan allocated $1,300,000 for the Salvation Army Project; however, as construction progressed and reached completion, the total project cost increased to $1,464,757.60. The Salvation Army Project is one of only 4 open ARPA projects that received dedicated funds prior to December 31, 2024, and are eligible for reallocation of unused funds.
