PURPOSE: 

The purpose of this resolution is to authorize the City Manager to apply for a 2025 Assistance to Firefighters Grant (“AFG”) to allow the Wilmington Fire Department (“WFD”) to replace the current self-contained breathing apparatuses (“SCBA”). The project total is $2,824,890, with $2,000,000 in grant funding, a local match of $200,000, and additional City funding of $624,890.

 

BACKGROUND:

The AFG program is administered by the Department of Homeland Security Federal Emergency Management Agency’s Grant Program, with the purpose of assisting first responders obtain critically needed resources necessary for protecting the public and emergency personnel from fire and related hazards.

 

The WFD’s current SCBA inventory is approaching 10 years of service and is nearing the end of the manufacturer's warranty coverage. As this frontline life safety equipment ages, reliability concerns, increased maintenance costs, and potential parts obsolescence create operational risk for firefighters operating in Immediately Dangerous to Life and Health (“IDLH”) environments. Replacement is necessary to ensure compliance with current standards, maintain operational readiness, and protect firefighter safety.
